為進一步遏阻持續湧入的難民，德國29日宣布緊縮庇護政策，未來將拒絕給予來自阿爾及利亞、摩洛哥和突尼西亞等北非國家的難民庇護，成為繼瑞典和芬蘭宣布將遣返尋求庇護遭拒的移民和難民後，另一個在庇護政策上轉趨強硬的歐盟主要國家。

德國副總理嘉布瑞爾表示，德國執政聯盟各黨派就難民問題舉行了會談，同意把阿爾及利亞、摩洛哥和突尼西亞三國列為「安全國家」。這意味著，凡是來自這些國家人民的庇護申請極可能遭到拒絕。

北非移民首當其衝

此外，德國各聯盟黨派也達成共識，同意限制獲得庇護難民的權益，規定這些在德取得庇護的難民，其親屬在2年內不得以依親為由，申請前往德國同住。

德國是歐洲這波難民危機中，對移民和難民採取寬容政策的主要歐盟大國。2015年，德國接收了110萬移民和難民，多數來自敘利亞。但德國總理梅克爾的移民政策，過去幾個月受到極大壓力，科隆在跨年夜傳出移民涉及集體性侵擾後，德國人對寬容移民的政策更大加撻伐。

集體遣返恐違人權

值此同時，芬蘭則在28日加入瑞典，宣布將遣返2/3在2015年提出庇護申請的難民和移民。芬蘭政府表示，2015年共有3萬2000人提出庇護申請，通過的比例約為35％，其他高達65％的難民和移民都將被驅離出境。此前瑞典政府已宣布，將遣返8萬名難民和移民。但歐洲人權法院主席雷蒙迪表示，根據該機構幾年前制定的法理，禁止集體遣返難民。

荷蘭政界高層也透露，荷蘭正和其他歐盟國家共同研商一項計畫，考慮把抵達希臘的難民送返土耳其。但國際特赦組織批評該計畫涉及「非法遣返尋求庇護者和難民」，「本質上有瑕疵」。

儘管歐盟國家在庇護政策上趨於強硬，仍擋不住冒生命危機湧入歐洲的難民。希臘救援人員和義大利海軍，剛在地中海沿岸分別發現了25具和6具屍體，其中10名溺斃者為孩童。
